I Organization, Functions and Duties

GENERAL

  •  The Haryana Dairy Development Co-operative Federation Limited (herein after called the Federation). is a Co-operative Society registered under the Haryana Co-operative Societies Act.  The organization was registered on 15-01-1974 under Registration No. 146 with the Registrar Cooperative Societies Haryana. The short name of the organization is (the) "Haryana Dairy" 
  • .The registered address of the organization was Ambala at Chandigarh. The present address of the organizational headquarters is Sahkarita Bhawan, Bay No. 21-22, Sector 2, Panchkula, and Haryana.
  • . The area of operation of the Federation extends to the whole of Haryana State.

FUNCTIONS

The main object of the Federation is to promote economic interest of the Milk Producers of the Haryana State, particularly those belonging to the economically weaker sections of society. The Federation fulfills its objective by way of by purchase and processing of milk into milk products and marketing the same by itself and/or through Milk Unions in the State, and by way of undertaking allied activities as are conducive for the promotion of Dairy Industry in the State such as improvement of milch cattle breed and productivity, promotion of milk production in the villages and towns of the State.

DUTIES

The duties of the Organization are mentioned in the Bye-laws of the Haryana Dairy Development Co-operative Federation Limited, which is a printed document and is available to General Public at cost price through its various offices.

As per Bye-laws of the Federation, the following are the decision-making bodies:

  • General Body
  • Board of Directors
  • Personnel Committee
  • Chairman
  • Managing Director

IV) Norms set by the Organization for the discharge of its functions

Norms set for the discharge of functions of the Federation have been defined in the Milk Procurement Manual and the Bye-laws of the Haryana Dairy Development Co-operative Federation Limited. The full text of the Milk Procurement Manual as amended upto -date shall be available shortly on the website. However hard copy of the Manual can be had from the offices of the Federation and/or the Milk Unions in the State against stated price.

All such matters are discussed and deliberated upon by the Board of Directors of the Haryana Dairy Development Co-operative Federation Limited, Panchkula in their meetings held from time to time. Proceedings of the meetings are sent regularly to the members and other Government departments only.

VIII) Statement of the Boards, Councils, Committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, Committees and other bodies are open to the public or the minutes of such meetings are accessible for public.

The working of the Organization is governed by Bye-laws according to which Board has been constituted.

Haryana Dairy is a Co-operative organization. All its three tier functions at their specified levels as provided in their respective Bye-laws. Information about budget, income and expenditure of each society is maintained at the relevant level only

The departmental reference section is not open to the general public any member of the public can make an application as per law and present or send the same to the State Public Information Officer at the headquarters or Assistant Public Information Officer in the State.

XVI) The HDDCF Ltd. the Public Information Officers;

  • Assistant General Manager (F&A) of Haryana Dairy Development Co-operative Federation Ltd., Panchkula has been appointed as State Public Information Officer (SPIO). 
  • Chief Executive Officers of the respective Milk Unions have been appointed as State Public Information Officers.

First Appellate Authority is the Chief Administrative Officer of the Federation.
